From Planting Trees to Healing People: Korea's Integrated Policy Model for Forest Welfare and Public Health

Abstract
This study examines the evolution of Republic of Korea(ROK)'s forest policy from post-war reforestation to an integrated forest welfare model linked to public health and social inclusion. Using a qualitative policy case study approach, the study analysed Korea's historical reforestation experience, the Life-cycle Forest Welfare model, and recent 2025–2026 policy initiatives, including forest therapy, social prescribing, forest food therapy, and the East-West Trail. The findings show that ROK's forest welfare policy has expanded the role of forests from ecological restoration and recreation to preventive health, welfare delivery, and regional revitalization. The Life-cycle Forest Welfare model provides customized services across different stages of life, while recent policy initiatives connect forest resources with mental health support, chronic disease management, vulnerable-group services, and rural development. The study suggests that ROK's experience offers a policy reference for countries facing aging populations, urban stress, health inequality, and rural decline. However, the model requires careful adaptation to local ecological, institutional, and public health contexts.
