This article describes the need to form bioeconomy as a relevant and new type of economy, existing opportunities and advantages, stages of implementation, scientific and theoretical directions, and methodological foundations of research work in this area, as well as modern experience and achievements in the broad development of bioeconomy, its main elements, priority areas. The study also emphasizes the role of life-science education in supporting the development of this emerging economic sector. Furthermore, it highlights the formation of electronic educational resources (EER) and their capabilities, features, methods, and applications. Particularly in strengthening biotechnology-related learning as a core component of the bioeconomy. This includes the development and effective use of electronic educational resources, procedures and stages of implementation, the possibilities of creating web-based learning platforms, the outcomes of educational activities, and ways to improve students’ scientific competencies. In this regard, a logical-comparative analysis was conducted to support the formation of EER for the effective development of the bioeconomy sector, and on this basis, proposals were formulated for strengthening the scientific foundations of bioeconomy.
