Bureaucratic transformation in public services in the coastal area terapung village, Mawasangka, Central Buton: Collaborative management approach

Coastal areas have social, economic, and ecological complexities that demand responsive and adaptive public services. However, conventional bureaucracy often fails to meet the needs of coastal communities due to lack of efficiency, transparency, and participation. This study aims to identify constraints to policy transformation and explore the potential of collaborative management in improving public services in coastal areas. This study uses a qualitative approach with case studies, involving in-depth interviews, participant observation, and policy document analysis. This study involved the Regent, Head of the Community and Village Empowerment Service, administrative staff of the Village Head, village officials and other stakeholders. The research location is in the village Terapung, Mawasangka, Sulawesi Tenggara. The results of the study indicate that collaborative management, which involves cross-sector coordination, community participation, and the use of digital technology, can improve the quality of public services through greater transparency, efficiency, and accountability. Collaborative-based bureaucratic transformation also strengthens the relationship between the government and the community, creating synergy in coastal resource management. The implications of this study include recommendations for strategies for bureaucratic reform, especially in increasing community participation and technology integration in coastal area governance. Theoretically, this study enriches the literature on bureaucracy and collaborative management, while practically, it provides guidance for policy makers to create inclusive, adaptive, and sustainable public service reforms.
