Organic Rice Development Strategy in Lampung Province

Abstract
Organic rice farming has considerable development potential in Lampung Province, particularly in Pringsewu and Central Lampung Regencies. However, its development still faces various constraints, requiring appropriate strategic planning. This study aimed to analyze the internal and external factors influencing organic rice farming and determine priority development strategies. A qualitative approach with purposive sampling was employed involving organic rice farmers. Data were analyzed using the Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), SWOT analysis, SWOT quadrant analysis, and the Quantitative Strategic Planning Matrix (QSPM). The results showed that suitable land conditions, farmers' experience, and the utilization of local organic resources were the main strengths, while limited market access was the primary weakness. Major opportunities included increasing consumer awareness of healthy food, premium prices for organic rice, and government support, whereas competition from conventional rice, climate change, and pest attacks were the main threats. The SWOT analysis positioned organic rice farming in Quadrant I (Growth Strategy). The QSPM analysis ranked Market Development as the highest-priority strategy, followed by Farmers' Capacity Building and Productivity Improvement, to improve the competitiveness and sustainability of organic rice farming in Lampung Province.
