Kazakhstan’s innovation infrastructure in the agricultural innovation system

Abstract
The infrastructure of various types of innovation systems (national, regional, technological, sectoral) has its own characteristics, which depend on the purpose of their creation and operation, the method of their formation, and the main structural elements. The study aims to analyze Kazakhstan's innovation infrastructure in the agricultural innovation system. The main methods of study were content analysis and statistical analysis. The source base included the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, Information and Legal System of Regulatory Legal Acts of the Republic of Kazakhstan and the websites of government agencies responsible for developing of the national innovation system. Kazakhstan has a limited sectoral innovation infrastructure, particularly in the agricultural sector. Elements of the infrastructure interact weakly with one another and are sometimes isolated. The territorial distribution of Kazakhstan's innovation infrastructure remains uneven, indicating disparities in the provision of innovative capabilities to regions. Kazakhstan's innovation infrastructure cannot be characterized as mature or highly effective, underscoring the need to further improve of the structures, mechanisms, and tools that support innovation, especially in the context of digitalization. The cluster method is recognized as the most universal approach to developing innovation infrastructure, ensuring interconnectedness of elements and accelerating the generation and dissemination of innovation.
